Traffic Light System
The traffic light system aligns with the EU's classification for access control and is easy to use.
Access Level | Description |
---|---|
Public Access | Access available to everyone. Allowed restrictions include user registration and API key requirements, as long as everyone can obtain access under the same conditions. Examples: Open data. Publicly accessible data with usage restrictions, such as non-commercial use only, share-alike requirements, or no modifications. |
Restricted Access | Access available only under specific conditions set by the owner or provider. Conditions may include payment or a confidentiality agreement. This category also includes data that has not yet been classified as public or non-public. Examples: Trade secrets, copyrighted data, data requiring payment or exclusive membership. |
Non-Public Access | Access restricted due to legal considerations related to security, privacy, or similar concerns. This includes resources containing sensitive information or personal data. Examples: General and sensitive personal data, confidential data, information relevant to national security. |
Open Data
Open data consists of datasets with public access and at least one distribution under an approved open license.
Approved Open Licenses
The following licenses allow free use, sharing, and reuse of data in accordance with open data principles. These licenses are recognized for use in public and private datasets, both nationally and internationally.

National Application Platform
National Application Platform is a shared platform for applying for access to restricted or unpublished data. The goal is to simplify and standardize the process for both data providers and users, ensuring that valuable data can be shared safely and in a controlled manner.
As part of the pilot project, Kudaf and Samferdselsdata have developed an application solution currently being tested in practice. This solution enables users to submit requests directly via data.norge.no or organizations' data catalogs. Data providers simultaneously gain better oversight of applications and can assess the demand for data that has not yet been made available.
