Go to http://vegkart.no and search for the data you are interested in, then click on the search field to find a link for a CSV download. The link here is an example, showing all toll stations in Norway. On https://www.vegdata.no/ofte-stilte-sporsmal/hvordan-far-jeg-nvdb-data-inn-i-kartsystemet-mitt/ you'll find documentation about the CSV format (only in Norwegian).

The CSV export is only suitable for small data sets (below 3000 features for the vegkart-query). The CSV line shall contain the phrase "Datauttak komplett" at the end of the file, otherwise the process has been aborted due to data volume restrictions.
